SISTERS ?
i spoke to them, i forgot, they look like sisters, could be mother and daughter. Took this picture in Kokkrabellur, a remote village in Karnataka. In the villages girls get married at a very young age, 14 or 15, though there's a law against it, but rarely implemented in remote villages.

I suppose they could be sisters, but she would have to be very young, as you imply. They could almost be twins. It's a touching moment of grooming.
